Bill introduced in the National Assembly to end the controversy over the moon

On behalf of Federal Minister for Religious Affairs and Inter-Faith Harmony Noor-ul-Haq Qadri, Advisor to the Prime Minister on Parliamentary Affairs Babar Awan introduced the Pakistan Ruwit Hilal Committee Bill 2021.

In addition to the formation of committees in the federal capital, provinces and districts, the proposed law proposes the establishment of a Federal Ruwit-e-Hilal Committee, which will represent scholars of all sects and schools of thought, all for a period of three years. Will be nominated.

The bill only empowers the chairman of the federal committee or his nominee to announce the sighting of the moon. The bill proposes a fine of up to Rs 500,000 for violating the law.

The proposed law would also give the Pakistan Electronic Media Regulatory Authority (PEMRA) the power to revoke the licenses of television channels if any channel announces the sighting of the moon before the official announcement by the Federal Committee. A fine of up to Rs 10 lakh can also be imposed on him.

Similarly, the bill proposes imprisonment for up to three years and a fine of up to Rs 50,000 or both for those who falsely testify to the sighting of the moon.

The proposed bill would require courts to decide legal matters within 60 days.

According to the bill, the federal committee will consist of 16 members including the chairperson, the federal committee will consist of 2, 2 scholars from each province including Gilgit-Baltistan and Azad Kashmir.

A Grade 20 officer from the Meteorological Department Office, an expert in science and technology, a representative of the Pakistan Space and Upper Atmosphere Research Commission and an officer at the level of Director General of the Ruwit Hilal Affairs Division of the Ministry, should act as the Secretary of the Committee.
